No, realistcally unless you were attacked by a coaliton or whatever, you would still have a stronger miltary and wipe the floor with anyone who opposes your nations neutrality/pacisfism. (Though I did write it quite weirdly)

It does yes. What it more basically is the requirements for the achivement are to not be involved in a war for a certain amount of time that is offenseive, defensive wars are different, as your defending and protecting. So basically do not be in offensive war for long period of time and have the strongest military.

Membranous - Switch your multicellular organism’s membrane type 5 times so that you go through all membrane types.
