Shouldn’t civs develop waaay faster than species?

Actually… Sure. Tech will be REAL cheap. Like… A few EP cheap. And there still will be civs of your species, just like on Earth how there may be 200 countries. (Originally a personal message, but it got posted as a forum post.)

Wouldn’t this grant the civs pretty much no difficulty in outadapting the non-sapient species? And why would researching tech cost evolution points?

At round 0, you have 50 EP to spend.
