Those who are new you can join by either creating a new Civ or spliting off from any of the current civs that are around. Since I am continuing this game from last time the civs you split off from will not have a disadvantage because it would be unfair for those players so you can split off from anyone but those players wont lose any stability from this
how do I create a new Civ?
To create a new Civ either split off from someone else and get 10 votes or make 10 new votes and you either can start and stay in the origin point you you can move North, East, South, or West
