Right, but I either need to incorporate an infrastructure system, especially for item storage, or just hand wave away all the physical aspects of it and only have a system seen by players with no effects on the game world

I think an established system would work better, and could make raiding other civilizations lands, for example, more interesting and valuable, but it’s also going to be a lot of work to do that, and morale system, and all edits I want to make to current rules, and the organism system, etc

I’m saying that to balance things you can also strenghten the weaker thing instead of only weakening the stronger one.

In a possible return of Londorion, factions will be added.
Factions will represents groups in your civilization, defined either by demographic characteristics such as wealth and species, or by organizations present in the civilization. The player won’t be able to directly control factions, which will instead have their own goals.

Factions have 5 attributes:
Power, which indicates how much influence they have over the civilization.
Unrest, which indicates how content they are with the current state of the civilization.
Corruption, which indicates how corrupt they are, this makes them easier to be directly manipulated both by the player and other political entities.
Size, Which indicates how much of your population is part of this faction.
Ideas, Which indicates what their goals are, and what cultural traits they are most inclined towards.

Faction can be influenced by other factions and civilizations depending on their goals and corruption level, possibly forming alliances between factions in order to leverage their shared power against other factions.

If a faction rebels and takes over a player’s civ, is that civ turned into a NPC civ?

If a faction manages to take over a civilization the civilization will alter according to that faction’s goals, like having a change of gorvenment or beggining to develop new cultural traits, but the player will still be allowed to play as it. Factions can generate NPC civilizations if they try to gain indipendence from their main civilization.

Will factions be created dynamically when some group is unhappy with the paradigm at the time or will they pop up randomly, more so when the country they’re in is unstable/vulnerable for instance?

But that’s not the goal. I could easily strengthen the Large races, but that leaves Neutral sized races with no reason to choose them. It’s a balancing act of giving both sides benefits and drawbacks so that neutral sized races remain a viable option

Q, for a FG where the players get a potentially highly disruptive vote type (which could be pretty negative for other aspects of the participants), and the influence of the GM is supposed to be small, is the best solution to prevent disruptions to allow the players to vote together to block such a disruptive vote if it happens (though not block the possibility entirely so that they can choose to go with it anyways)?

For Londorion:

Civilizations hold resources, 1 unit of resource isn’t a precise amount, but represent a quantity utilizable for projects (generally, every unit still represents an amount large enough to to be used on large scale industry).

Civilizations also hold finance as a resource, it represents the administrative and bureocratic ability of the society, its quantity is defined by a variety of factors:

Main currency system, a system more based on bartering will lead to a finance that is more limited and tied to the overrall resources. A currency backed by a resource will expand the amount of finance avaible, limiting based on the avaible amount of the resource it is tied to. A fiat currency will make it possible to have high amounts of finance that can be manipulated quickly.

Finance is also affected by inflation, which will influence the amount avaible, in bartering systems it doesn’t exist, in a resource backed currency it is tied to the influx of the resource and in fiat systems it is highly volatile, especially if the society isn’t stable.

Finance can also be increased by raiding and trading for it.
