cuz my otters are sapient, and they just have saptient hands.
This is an alternate version, another dimension, he can’t use tools all that well there.

What is a “sapient hand”? An hand that is capable of thinking?
Probably means a manipulatory appendage, and that he designed his forelimbs to be more adequate manipulators
Nigel used the same description in pangea reformation. So yes it is a manipulative appendage
And why would the absence of a fine manipulator not make something sapient?
Nigel just describes it weird, they are already sapient, but without the manipulators they are just any normal animal, incapable of tool use
I agree with Frale . While it would mean that they would have trouble forming proper technologies, they could easily have sapient level intelligence

As I said before, this is a different dimension where my character defaults to a cat when he gets there. This is not the same person nor species as my character.

Yeah, that bottom right part looks a bit like a mountain range, but that middle part is definitely the worm.
