i mean, no need, start with a life form that can survive in the upper atmosphere/orbiting so low theres an atmosphere but would prefer to live in low orbit, but needs to return to the atmosphere to reproduce (and can live long enough to deorbit by luck) and it’ll evolve the means to go between the two.
