Okay goblin civic, yeah.
Action 1: Take care of the disease problem by making a new settlement on the island and putting the infected individuals and those who have been in contact with them into this town.
Action 2: Repeat action one if it fails, otherwise, research a cure for the disease.
Non-Action: if both actions succeed, collect the materials needed for the cure and make it. Otherwise, collect more resources for building.

Yup. Pretty much. Just remembered how the humans in all the space shows were allies mostly with other human-like races because they looked like them, so I’m applying that rule here to.
