While you (and doofer) have a very solid argument, which I can’t argue against since we don’t have enough info on the Persians, I doubt they’ll give ultimatum to the Phoenicians without having in mind the alliance. I believe they have a big army (and maybe a big fleet as well) and are ready to defend themselves. But that’s just a belief and for the moment you two are right.
