You canโt have an action with only 109 people, since you need at least one group of people doing the action at all time. The minimum requirement for you is 149. With only 149 people, the base malus is -9.
Same goes for you @Nover452, you need at least 35 people per action.
As for you @blackjacksike, linguistics would have increased language decoding speed if I had included that as a mechanic, but instead, they can add an increase in diplomacy, yes. They are considered research technology, so yes the bonus comes into effect.

Nope, they are updated automatically, your city restrictions are now lifted, as long as all your settlements are cities.

The reason Burkhard Beleg gained so much population is because of the people moving in and because you took over the farms. It wouldnโt make as much sense if Kherzit benefited from those.
