1984: Create a dystopian totalitarian civilization that spans the entire planet

What is this, a Planet for ants?: Convert the entire planet into a single enormous city

Speaking of that achievement, I imagine this image that Oliver used in his Dystopia theme.
In my head each “light”(yellow specks) spans hundreds of kilometers.

How would one define dystopia in-game?

0 personal freedom for your citizens, and a total control of information outflow to the public. Ideally you’d have to stay in power for a long time to totally enslave the minds of your people.

Banished by the gods above: In space stage, instead of completely destroying hostile civs, reduce their empires to their homeworlds and then, by using various methods, have them degenerate into society stage-level civs.

Sort of like the Progenitors of Star Trek, who seeded worlds with sentient life? I just realized it sounds like the film Prometheus.
