Pretty sure there are some microbes living in there. There isn’t much of them but they do exist.

In addition to microbes living up there, there are birds whose migration patterns take them through the stratosphere yearly (i particular certain geese). Also, here was a brief discussion about theoretical floating plants living there in Biomes. If these theoretical plants evolved, tiny flying creatures could theoretically sleep on the biggest ones and eat other tiny flying things up there with them. Or they could parasitically live off of the plants they were using as homes.
