I don’t really see much of an issue with a blind species creating civilisation and advanced tech. Pretty much everything I can think of relating to our important scientific discoveries are either easy to hear, feel, or smell; or they are impossible to sense even with vision
The only real counterexamples are optics and the stars, though the latter is a rather important counterexample. Light generally would probably be easy to discover, as even if they couldn’t detect it themselves they would notice it clearly from the behaviour of sighted animals. From this basic knowledge they could probably get to a photodetector of some sort. The final hurdle would be to think of using light to make images, and to use this to image the sky
Imaging requires optics, which are another obstacle. However, the basics might be derived from the anatomy of animal eyes, and suitable materials could be discovered with photodetectors. With this knowledge making a camera is not that implausible
Finally, using this camera on the sky could easily come as an attempt to predict the weather
