I think it should only be given to “proper” youtubers. I checked their channel and they have only 3 videos and 2 subscribers. I don’t know where the limit would be, but in this case I think the limit isn’t reached.

i say if they have 10 or more videos, subscriber counts vary too wildly to be a factor.
