The ATP balance is broken, perhaps because I have the Russian language installed.

How is it broken? Do you mean it is missing? If so that is 100% intended because there’s no way to show a general total balance for a colony. Instead the ATP balance bars are on the left panel under the cell type selection buttons.

Also it’s rather doubtful that a language would break the main game elements, like the editor displays and elements.

Does each cell have its own ATP balance?

Of course they do. When looking at cells one type at a time, you will see the balances of theirs.

Yes, because ATP cannot be shared between cells (and yes I’ve been told there are some very niche examples on Earth where ATP is shared between cells of a species).

And a few niche examples don’t justify extending the development time of stages even more…
