well, humans are pretty much hairless (or hairless enough to not be noticiable) and we went to the artic and antartica several times so i don’t see it as a limiting factor

Still these areas will probably end up as subjects to stronger nations in the warmer climate zones due to their low populace.

How would hats be handled?

cold climates have high chance of wearing hats

Wide brimmed hats are also used for shade. To reduce the damage facial and neck skin takes from the sun in arid climates.

Some hats also protect from rain.
