1. Can other organisms outrun mine in development? Could it be that I will be at the microbe stage and other organisms are already at the multicellular stage?

Same as advancing stages: I say we just consider it a game-over scenario (unless you are like in a united federation with that species and there’s no chance they would betray you). Because anything else will make the game challenge less (and I think we need some failure conditions to really count as a game) and it will take a bunch of development time and testing time to find all of the bugs with the exponentially increasing potential interactions between different systems in the game.
