Is DF still being developed or wasn’t it completed and released with those more modern textures sometime ago?

No it’s still being developed. They recently added dinosaurs and are now working on magic updates.
At this point it’ll probably keep being developed ‘til Tarn Adams (the lead dev) kicks the bucket.

So apparently, that update added some creatures from every Period in the Phanerozoic.

Someone is eventually going to add more paleocreatures, either as an official update, or as a mod.

They specifically didn’t add giant paleocreatures because it could lead to confusion on size; all of them are based on real species. But they did add paleocreature-man variants.

How do such hybrids even get created? Regular hybrid way, or magic?

The animal men just spawn in at world creation from a template and are treated as a seperate species currently.

A lot of them do, but some of the bigger ones like T. Rex don’t.
