Problem: You donโ€™t know who Joshua is, where he is, or that a Lifenote user was the one who changed the rules.
Also I doubt you can get all the stuff in that action done in a few hours.

Thinking of which:

A1: Summon another ring of 3 wishes and use one wish to learn the names and locations of every lifenote user.

A2: Address the being in my apartment. (No idea how this is gonna go so Iโ€™d prefer to do this by back and forth talking if itโ€™s still there)

Would Kamiliaโ€™s unsuspectability overwrite the wish?

If Saurons eye let you watch everyone in the world in the way you imply, then the plot of lord of the rings would have never come to fruition. Sauron would have just been able to see Frodo climbing up the mountain and send more Orks or Nazgul to kill him.

Iโ€™m 90% sure you have to know the persons name in the first place. Not to mention that the โ€œEye of Sauronโ€ is literally just Sauron. If you summoned the โ€œEye of Sauronโ€ then you just summoned a dark lord who would probably try to kill everyone.
If youโ€™re referring to the Palantรญr, then I am sad to inform you that it also does not work work the way you think it does.
You may be able to look in any direction at any distance with it, but you have to be specific about where youโ€™re looking. You canโ€™t just say โ€œshow me the person with the lifenote,โ€ you have to know where they are or where the lifenote is first. Thatโ€™s part of the reason Sauron didnโ€™t focus on Frodo after he split the party, he couldnโ€™t just say โ€œshow me the one with the ring,โ€ or โ€œshow me the ring,โ€ he would have had to know who had the ring in the first place. And thatโ€™s not to mention the immense focus needed to use the Palantir for long periods of time.

What action was this done in? I want to review the exact wording to determine that.

I have a funny idea here.
Since I donโ€™t learn what they look like and I only learn their current location weโ€™ll say that I know thereโ€™s someone in California named Kamilia who has a Lifenote, but I donโ€™t know the exact person. Itโ€™s also possible that the ability would make me skim over them or miss them when doing more detailed searches. Sort of like a โ€œI know they exist but canโ€™t remember anything about themโ€ thing.

or a million sand dollars
or give them in a currency thatโ€™s practically worthless compared to USD
or give them and make everybody in the world aware of them
or make a snail that kills you if it touches you, and you have to avoid it for a year to get the money, but it still remains after that year
or add them to a credit card in such a large amount that the bank locks their account

given that theyโ€™re not exactly sapient, sentient, or even alive, probably
though that does mean they should fulfil the wish to exactly the extent that it is worded, while doing no more and no less

I wonder if Centarianโ€™s character would have found me as a part of a collaborative investigation between the U.S./State/local governments and the Monterey Bay Aquarium, since my characterโ€™s PI wanted me to do collaborative research with the Aquariumโ€ฆ
