If Saurons eye let you watch everyone in the world in the way you imply, then the plot of lord of the rings would have never come to fruition. Sauron would have just been able to see Frodo climbing up the mountain and send more Orks or Nazgul to kill him.
Iโm 90% sure you have to know the persons name in the first place. Not to mention that the โEye of Sauronโ is literally just Sauron. If you summoned the โEye of Sauronโ then you just summoned a dark lord who would probably try to kill everyone.
If youโre referring to the Palantรญr, then I am sad to inform you that it also does not work work the way you think it does.
You may be able to look in any direction at any distance with it, but you have to be specific about where youโre looking. You canโt just say โshow me the person with the lifenote,โ you have to know where they are or where the lifenote is first. Thatโs part of the reason Sauron didnโt focus on Frodo after he split the party, he couldnโt just say โshow me the one with the ring,โ or โshow me the ring,โ he would have had to know who had the ring in the first place. And thatโs not to mention the immense focus needed to use the Palantir for long periods of time.

I have a funny idea here.
Since I donโt learn what they look like and I only learn their current location weโll say that I know thereโs someone in California named Kamilia who has a Lifenote, but I donโt know the exact person. Itโs also possible that the ability would make me skim over them or miss them when doing more detailed searches. Sort of like a โI know they exist but canโt remember anything about themโ thing.
I suppose I will go with this then.
