but if you like it when people make stuff up: my theory would be that since cetacians universally beat their tails up and down while the marine reptiles of the past go side to side, marine mammals would already have roll/pitch stabilization from their tails, while marine reptiles would lack it, having roll/yaw stabilization instead, resulting in an evolutionary drive to keep their limbs. Why this never resulted in marine mammals evolving a second dorsal fine like many fish have, idk, though i would note that large whales tend to have the dorsal fin very very far back, and all fully marine tetrapods have horizontally thin tail shapes already, providing some degree of balance no matter which axis they beat their tails along.
Still they kept a shape similar across ichtyos, cetaceans and sharks…
And Phylliroe counts, too, right? Now all we need is a fish-shaped bird to evolve.
