You can create your tribe or you can also take over some NPC civilization such as the Celts or others.
EDIT: You would also need to tell us your archetype (national perk).
An archetype is something that gives you a bonus in specific actions. For instance, mine is Diplomat (bonus for relations and reputation). There are also Warmonger (bonus for combat, malus for reputation), Expansionist (bonus for exploration), etc. You can even create one that makes sense if you want.
