Since plastic is industrial tech, yeah I see why

You don’t need to be industrial to make plastic, though it is harder than smelting metal, as you need similar temperatures plus ingredients that would be difficult for an underwater civ to get.

Wouldn’t you need some sort of insulating material for moving around electricity on wires?

Because it is lighter than metal, thus easier to move a vehicle made out of plastic.

That should not be hard to make but . . . what does that have to do with making plastic?
