Actually, no. People with two species have a different rule otherwise it would be too overpowered. They have the modifiers: two +2, one +1, two -1 and one -2. Every turn you use only one vote tough. The +1 should be used in one of your species.
Also, you don’t yet have HGT, you need to first unlock it like I did:
