Since its likely dynamic temperatures will be a thing, will a severe drop or fall in temperatures be able to fully turn an artic/ice biome into a normal surface biome, or turn surface/shallow biomes into arctic ones? Or will it be tackled another way?

Exactly as you said. Dynamic climate biomes are planned for the future when the patch system gets an overhaul for the multicellular/aware stages.

There’s some chance that this will be added for the microbe stage, but it isn’t really on the roadmap, so it isn’t a mandatory feature for us to consider the microbe stage done. Completing the microbe stage in the near future is pretty much a primary goal for me at this point so I’m not adding any new features to the roadmap as that would mean we’ll start slipping from the planned release dates.

Then I guess it could belong in the post-ascension to-do features list. Or perhaps there will be something similar but only after aware is complete for all the evolution stages.
