Culture and "memes"

I have some idea about cultures. Cultures will have the ability to spread (like living species), and also mutate and acquire traits depending on conditions, for example, with a constant shortage of goods, the chance of the emergence of the trait “culture of economy” increases, which reduces the consumption of goods, cultures of more aggressive species will have an increased chance of gaining the “culture of intolerance” trait, during scientific takeoff, increased chance of getting the “Futurist Culture” trait, with high war support, increased chance of getting the “military culture” trait, If the bearers of a culture mainly live in cold regions, If the bearers of a culture live in cold regions, then the culture can acquire traits associated with survival in cold regions, etc.

I think they would have to, or at least there would have to be one dominant leading culture.

I don’t think it’s necessary, maybe it could give some benefits, but the resistance will be very strong.

What if they simply agree to join a world government, but the original governing bodies and cultures of each region still exist, like in the Star Trek Prime Universe Earth?

We already have created several world-wide governing organizations, even though people don’t listen to them. If people got over their differences, it should be possible to create a world government with the different cultures in different regions still intact.

I don’t think that the scenario of world unification is possible, different states have conflicting interests (otherwise there would be no point in them being separate states before), there are no prerequisites for unification (the UN cannot be considered a prerequisite for this, a similar organization called the “league of nations” existed before the UN and was unable to prevent the Second World War, instead falling apart). Although perhaps in more peaceful species such a scenario may be possible.
More likely is the scenario of a world empire, where one state subjugates all other states in the world, essentially becoming a world hegemon without competitors.

How would such a state last without being blown to chunks by internal rebellions?

Or people/organisms going out from the empire once space travel becomes viable to escape its tyranny?
