according to wikipedia, an PC is any computer designed for personal use. this means a laptop tecnically an pc.
anyways, here are my specs: (roast me)
OS: Windows 11
CPU: AMD Ryzen 7 3700U
GPU: AMD Radeon RX Vega Graphics
RAM: “8” GB
SSD: 237 GB (i suffer everyday)

Why is the “8 GM” of ram in quotation marks?

It can be problematic for sure seeing what others said here about modern ram needs of a PC…

well, computer pieces are expensive. (expensive equals to >0)

if you aren’t playing games go to bios settings and tell it to give the igpu less memory. You don’t have a dedicated gpu and windows is too stupid to just do this automatically so the bios reserves some memory for the igpu to use. if you can’t find the setting for it look it up.

ram usually isn’t too expensive. 16 gb of dd4 so dimms (what the 3700u uses) is under 30 dollars. similarly, a less fancy 500 gb nvme is under 50. That isn’t free, buying both is the cost of a chromebook, but you might only need 8 gb of ram to get an upgrade (say you have two slots, both with 4, getting 8 to replace one, now you have 12). point being, check if your ram or ssd is soldered. You can’t upgrade it if so. Also, those are the prices for new parts. You can and should buy used.
