You want to bargain with me to give me the pink card to trip someone up, right? That’s definitely possible, but just to mention once the card is used, it becomes pretty much useless except for bargaining with me. They have no special value except for me. You can become valuable however you want. It’s not limited to you

Grey Card: Work with Minister of Agriculture to create a Nutrition program for the city in order to try to combat the higher death rate in certain districts, as different species in the city will require different sources and amounts of crops to suit their Nutritional needs.

Vote - White card: Conduct research on the metal moles, since they feed on metal perhaps they could be used as mining beasts? A way to sequester and harvest ores more efficiently, though they’d probably have to be killed and harvested of the metals they incorporated into themselves in order to do so. Or at the very least figure out their weaknesses in case they attack.
Edit: You know what? I think I might bargain some cards to ensure some good outcomes for myself next round. I don’t know if the colors matter in determining the outcome (for example cards tied to a bad outcome like pink tilting things towards an unfavorable outcome) I will offer a red card and a blue card.

First we need to see if they are domesticable and if they don’t pose too much of a danger (like for instance creating entryways for other foes).
I’m betting on the fact that if it was bad last time it hopefully won’t be too bad next time

It loses its value when it reaches you.
What interests me is the cards back, so here is what I am going to say after consulting each of your requests:
I’m afraid what you have isn’t enough for me to use the city’s resources to boost the residents’ spiritual defenses.
I’ll probably need at least 3 non-suited cards (such as a mantra or tarot) for me to accept this bargain, unless you have a counter-offer to what I’m offering.
The walls are currently in an excellent state of preservation and reinforcement thanks to the biology minister’s experiment with the silicon creatures embedded in the walls themselves. I see no reason why you would give me the cards just for that.
