I would like to call our monthly meeting in light of my raising the state of emergency to level two.

According to reports I received from a team trying to address this, the basis for preparing the CDC center and the first central post is already in the works and most of the infrastructure is ready. Indeed, the biggest problem we currently have is experts who can and are specializing in more niche areas. King: Grow more fungus and algae as a food source (Bad luck)
A special team I assigned to deal with the issue of growing mushrooms and algae in the spaces of the city between the walls proved to be not worth the investment. The amount of water, even though a new reservoir has been found, is not sufficient in calculations both in the area required and in the amount of water to reach crop production - especially since the agricultural algae that humans use are mostly marine - and we do not have access or accessibility to seawater that is at least 100 km from us, if the topography has not changed since the latest updated information.
Regarding mushroom cultivation, the situation is better, but not enough. In terms of partial results - mushrooms grow much faster but are limited in terms of biomass and some of them then need humidity conditions that are a problem in themselves. The first attempt to grow champignon mushrooms was successful, but at the moment we have a shortage of trees (or rather - chopped trees) created by the water purification project and well - we cannot go out right now to cut down more trees in the current situation, so the project is on hold.
For now, we will have to stick with classical agriculture.

I assume we collected genetic samples from the captured individuals and as such can work towards genetically engineering a variant with the previously mentioned traits (good luck + defence from bad luck)

According to a report by a team that decoded the gene of the metal mole, most of the samples brought in both from the wild and from captivity, were surprised that the gene sequence of the metal mole is similar to that of the naked mole, explaining their origin. Even with all the technology and power that the police have to check and investigate the leak that occurred from the previous incidents. To our great regret, we came to a dead end on the police side. Forces were reinforced, but documents were tampered with and suspects were arrested. These were all human beings. Before they could interrogate them, it turned out that they were in possession of cyanide poison that killed them.
In my personal capacity, I arrested, together with the police, a senior suspect, who until a thorough investigation will not be confirmed to the public, but for you - he is close to the deputy of the city police, suspected of corruption and fraud. I have a somewhat unfortunate report - a team of psyonics investigators who managed to open their minds set out to investigate whether they could create illusions, but a mental accident occurred among them and they are currently in a psychotic state as a result of the failure. Most of the team has been sent for medical treatment, but since the field is relatively new, it will be very difficult to try to cure them, if at all. Currently, the project is on hold until new personnel are available or a reassessment by the medical team.

I received your report and following your request, I connected all MystiCHIP to my city system with my permission to try this time to decipher criminal activity or record any information that could be useful.
But I did not receive any information from the systems. After several attempts, a sample was sent to the construction team and it turns out to be sabotage in MystiCHIP! Someone discovered that this system was changed and it was sabotaged so that this function would not be installed. Communicating with the nanotechnological corpses to try to capture metal moles for analysis and further investigation once again ended in disaster, as it turns out that by the time you got there, they had already disappeared from the area for some mysterious reason. From the data I received, they were hunted by an unidentified intelligent entity, but the minerals are being guarded, but there is always a chance that this is their goal. The corpses successfully returned to the city before I declared a lockdown due to a state of emergency.
But a second situation, in your collaboration with Eris, Kaxylopsen, has borne fruit with the creation of a breakthrough technology that we did not expect to be possible - with your nanotechnology, if they are arranged symbolically as in a ritual, and through the navigation of an awakened psionic, such technology when mapped onto laser technology that we have taken from aliens, has proven itself to be a powerful weapon capable of not only causing physical damage but also mental and spiritual damage in the event of an encounter with a disembodied object, at least in theory.

In terms of general reporting, I will be brief this time in light of the situation:

As you all know, we are currently in a level two emergency. According to reports from scouts who were taken to investigate the situation closely, I was given more precise details - this is a large group of ‘Isekai people’, each of whom has the power of a magical dragon (category - ‘deadly’). Their numbers amount to about 1500 people - this is small compared to the previous attack by Thralls, which was about 10000 more or less, but this fact alone puts us in a dangerous situation.
There was an attempt to bridge the gap between them in an attempt to resolve the situation, but it ended in disaster. 13 dead and 41 injured. According to what I received from them and I quote:
“They believe they were sent by those who say that whoever controls this city is worse and is processing humanity by those inhuman creatures and therefore I declare you sinners who need purification and the like”
How rude of them.
As I mentioned - some are pure and some are biomechanical and some are holding alien weapons of the ‘Cronz’ type (category - under surveillance) that how they obtained them is unknown, but they are mostly laser damage and nothing more.
But the problem is that this group is not stupid or egotistical - they are a very organized and hierarchical group and they have already prepared siege weapons of unknown power, but it will take time for them to arrive, but each of them is mobile on its own, making them a problem even without these siege weapons.
They will arrive according to reports from afar that they have begun to move in my direction - if they reach me - it is the end of the game and there will be a massacre in the city. You ministers cannot directly intervene (if you want, I am not stopping you) but we can turn the situation into a battle discussion and make them chiefs of staff.
According to my predictions - in the coming days - at the beginning of the attack - it will be in our favor.

We are in a race against time before the force reaches us. Our military force on the walls towards the forests in the north and east reaches about 40,000 people and another 200,000 people on the ground and their number increases to about half a million at most. Some are armed with gunpowder weapons and a few were sent to activate the laser but not shoot. Plant traps and silicon creatures were scattered in the area for support. Supply to the armies from our food bank is stable in terms of both water and food. New ammunition created at a sufficient level but it is difficult to know. We do not have many vehicles but they are versatile for any situation - especially the jeeps with machine guns. The vast majority are humans.
On the enemy’s side - most of them move through the forests, it is difficult to locate them, but those who do, carry siege weapons from unknown technology. Equipped with laser weapons but also cold weapons. Some have also been detected with EMP weapons taken from the aliens. I am built so that I am immune to this, but I do not know about the rest of the AI that Sib does not exactly help with movement.
