The reason I thought it was water is because it also looked to be floating? (3 out of 6 legs are not touching the ground)

I always thought of the disturbance, in this picture at least, as being about as smart as crows or octopi or chimps or something. Like, it’s big brain, it could use a tool if it wanted to.

Honestly what is the “least advanced” of a limb needed to reasonably build an advanced civilization? What is the bare minimum?
That’s a fun idea. I’d say, no manipulators needed. If you are extremely cooperative, and able to build things larger than you’d expect, you can cooperate and use whole limbs or bodies to manipulate things. I wouldn’t expect this, not because it’s not possible, but because it’s not an advantage to being able to waste 12 of your friends time and calories pushing around sticks in a way that might invent fire, especially if messing around doesn’t get you ranged weapons that scale in quality almost directly with how much you mess around (random stuff → well chosen rock → throwing stick → spears/darts → atlatls → whole tech tree).
