How on earth are we going to handle sex, because there’s no reason it has to be precisely two gametes one of which is larger and often floats around externally with an included food source and one of which is smaller and cheaper. It would be any number of things tbh, but combining gametes is pretty reasonable and two is a convenient number.

The entire galaxy might be difficult. Perhaps a percentage or a certain number of species. In case that 1 particular empire just refuses to play nice.
