Dear friends, congressmen, survivors and residents,
I, being a pre-arranged plan for the worst case scenario as we had a month ago, now serve as the Secretary of Congress in place of Doom.
My name is irrelevant, but as I mentioned, you can just use the same name as before and I’ll be fine with it.
The army of the ‘protagonists’ as previously noted from previous surviving documents and time taken to arrange, and for which the delay was created so far, was successfully concentrated and repelled and therefore, all the objectives of the war as previously written, were achieved!
But as you already understand, this is nothing more than a hollow victory, in which almost ~15% of the total population listed before was injured or perished during the fighting and about 30% of the total defined area of the ‘Sublimpolis’ caldera was flattened if not destroyed.
The Western Wall is completely breached and with it a vague rectangle stands as a reminder of forces that we do not fear, that we must also live with and not succumb to the madness around us. At the moment, the army that is able to stand its ground is patrolling this area while others are still trying to shuffle through the ruins to try to scavenge for anything. To me, in all seriousness - we are probably at the lowest point since this city was founded to protect the residents and survivors from who knows what is happening on the other side.
I suppose it is only right that you, members of Congress who did survive among us, have no real reason to blame yourselves for this disaster, but only to agree that we must move forward with what we have.
Because we have no alternative plan.

I will focus on repairing water infrastructure, especially around the medical facilities.
According to the report in front of you, you can see that the water infrastructure around the medical centers that survived or suffered minimal damage has returned to its function in terms of water flow. In terms of pumping water, unfortunately for all of us, we are currently making do with water towers that were built in cases of power outages like now, but that is more than enough for now in terms of supplying water to residents.
It is definitely good news from everything around us that at least water is not the problem right now thanks to the reconstruction operations that we have worked with.

Work on cleaning the volcanic ash in the western agriculture fields, since the city will need to get its food yield back up
Part of the army, which is not under constant patrol at the Western Wall, is helping to evacuate the agricultural areas that are not in the area closed to the evacuation of volcanic ash. With the restoration of the water infrastructure at a minimum capacity, the surface of the ash has become lighter, but the most significant contribution comes from the psy team, which previously specialized in separating the land from heavy metals in other areas, and is definitely helping to evacuate these areas.
However, despite this, due to the damage from the ‘Deus Ex Mechanics’ project, a significant part of the agricultural land is ‘unfit’ for growing crops, and for this, an alternative way will need to be found to satisfy the demand that has probably only increased with the decrease in the emergency food supply. But at least we will not start from scratch.
The collected volcanic ash can be used as a strong fertilizer, but it will need additional chemical processing to get rid of growth-inhibiting metals and enrich the nitrogen fertilizer before using it, but that is not a top priority right now.

However, despite this, due to the damage from the ‘Deus Ex Mechanics’ project, a significant part of the agricultural land is ‘unfit’ for growing crops, and for this, an alternative way will need to be found to satisfy the demand that has probably only increased with the decrease in the emergency food supply. But at least we will not start from scratch.
But the restoration of the district lands is successful and the preserved emergency seeds are certainly at their best for use at the present time.

They can alter their appearance by repositioning their zooids, for example taking on a more humanoid or serpent-like appearance, they can even mimic the body structure of other species. Zooids can be specialized for different functions, and some have even figured out how to make zooids that can produce electric shocks or spray acid. They are parasitic organisms that inhabit a colossal subterranean superorganism and can eat pretty much anything organic.

Found their way out of their colossal superorganism home and was the one to make official contact between their species and the city. Desiring to bring lasting prosperity to both and to learn about the surface world as much as possible.
Look
Kind of resembles the monster from the horror game Carrion. A decent-sized creature comprised of deep red worm-like zooids, and prefers to configure itself in a multi-limbed serpent or vaguely Chinese dragon-like structure.

If I am still alive I would like to try and help however I can. Getting water and electricity back seems to be top priority, alongside repairing the walls. Restoring the western agricultural fields would likely be the easiest thing, especially since volcanic ash makes for strong fertilizer. Overall I’d like to focus on repairing the western wall as much as possible and keeping guard.

History
Ever since her appearance in the city, Eris has always been admired by the various circles interested in the occult and the world of gods and spirits for her immense knowledge and expertise. After successfully leading a gathering of sorcerers in banishing a god that almost wiped out a large portion of the city, admiration for her only grew and a society of followers formed around her, which supported and aided her into gaining her minister position.

Try to raise morale and give hope to the people
As you heard/read the speech I gave earlier, it was a large part of you who contributed to this.
It is definitely a game of survival (ha ha), but our fellow residents survived worse than they do now and with that it certainly encourages most of them to stand up for what they have.
But as you can understand from what I am about to write now - it is impossible to satisfy everyone, and with that factions are created, each of whom has a slightly different opinion. (This will be explained later in this post), but we can say that overall it was a success.

Kaxylopsen will lead a troop of soldiers to secure the military supplies and infrastructure in order to safeguard ourselves from future threats.
This is probably the most important report - with everything we could organize, you and another military group of scouts who were still viable searched the city and the surrounding area and the battle area for any military supplies that could be found or scavenged. The good news is that most of these supplies were not damaged at all and some of the infrastructure was not damaged. With all the ammunition that was not used and can be called up for future defense, it is more than enough for even the worst (thanks to prior planning of ammunition distribution and logistics).
He will also appoint surviving members that made up the ministery of psyonics to lead a squad to recover scientific equipment
A team has also been organized to try to restore scientific equipment as much as possible. It is difficult to say how much has been restored, but we estimate that at least 70% so far. It is difficult to say how much more is possible, like the AGI Doom that was completely destroyed to the point of being impossible to restore. Maybe from what is there it can be restored? Not a top priority.

It is I, Abi. Abi was created many years ago as a hyper-intelligent war system that could be used disposably to fight (DATA MISSING). However during the chaos many chunks of data within Abi went missing, so I apologize if my details are Insufficient. Abi was created by uploading the brain of scientist ‘Dr. Moli (DATA MISSING’, he exhibits strange personality quirks such as talking in third person and erratic speech patterns.

Abi doesn’t really look like anything due to his digital nature, although he will upload himself into various machinery. Abi’s main form is a 7 foot tall humanoid machine that has 6 tentacle -like flexible arms coming out of his shoulders. Abi can connect to large weaponry and fire with extreme accuracy, one pitfall of his design is due to him being an uploaded human and NOT a true artificial intelligence meaning he must take psychological breaks and must be stimulated.

Analyze battle data and come up with new designs using what happened during the disaster.
According to a report on all the information we were able to gather about what happened during the disaster… it is still not explained in a way that we can explain it. You could say it is quite similar to understanding quantum physics.
But from what is being marked around - it seems to be some kind of bomb created at the enemy’s place. More than that is very difficult to rule out until the information that can be gathered from the security cameras and the restoration of the electrical infrastructure.
Regarding the vague rectangle - this will be described later in this report.

The Event brought along with it many tragedies, and among them one of the saddest may have been the almost total annihilation of dogs; the very few that remained became a commodity that only the very richest in the city could afford. So when the son of an infamous buisnessman registered his dog, Buddy, for a ministerial election he quickly gained everyone favour, a beacon of hope in the post-apocaliptic Sublimpolis, he shattered every record becoming the most voted figure ever; now no one actually wanted to put a dog in charge of something important, but to not upset the population they just invented a new position for the dog, the minister of cuteness thinking no harm would came of it. One day, however, the dog suddenly gained the ability to talk! To most this was explained as a miracle caused by the power of love, but the actual truth, known to very few, is much more simple: the buisnessman, seeing an oppurtunity to expand his power on the city, installed a small loudspeaker in the dogs collar, to make him say whatever he wants.

His metal body has resisted all attempts to pry at it, but now that his central consciousness has been awakened by D.O.O.M., he has begun to move, revealing himself to be a Sapient AI with a massive robotic form.

Appearance: While prone to shifting, he currently appears as something similar to a an Eastern Dragon, forged from silvery and black metal with green, glowing lines across his frame. He also controls nanotechnology to an extent, and is capable of making metallic soldiers that he uses to interact with other ministers and the main populous

No trace of this congressman has been found. There are signs that he is alive, being far from the impact area, but he has not made contact since the events. It is assumed that he is still alive but his traces have been lost.
After going through your report, I guess I should move on to the rest of the most important information:
Most of the buildings with minimal damage have returned to function while the buildings with more significant damage are still being reconstructed at the moment. Most of the building materials were collected from the ruins of the damaged area. This means two things -

The shortage of building materials has been partially alleviated, but full reconstruction as a result is becoming impossible in the areas that were definitely affected.

This will cause problems in more important infrastructure in the future if it is not resolved.
Moreover, the most affected of all the infrastructure is none other than the electrical infrastructure - following the impact on the caldera in the affected area, a large part of the magma was released and as you know - a significant part of the regional area is now covered in ash and volcanic rock. With the ash we were able to evacuate with the reconstruction of the water infrastructure (water helps to flow the ash) but the volcanic rock will require heavier tools to reconstruct. As a result, the caldera’s overall temperature has generally dropped, causing the geothermal systems to function less efficiently than before. Drilling is currently underway to try to reach deeper, but this is a very limited effort, both because most of the caldera’s soil, except for basalt, is a mixture of granite, obsidian, and boron - not a good combination for drilling (boron in particular can rival diamond in terms of hardness). If the drilling fails or the energy supply is significantly lower than before, we will need to find an alternative solution soon.
But there are 2 more important things to talk about. I’ll start with the elephant in the room:
The Vague Rectangle
The entire area around it is closed as a military zone in the damaged area of the Western Wall - this is defined under a summary of emergency experts Just to bring this to your attention - being at the highest level in light of the destruction of AGI Doom:
It is literally as you read - it is a rectangle - a two-dimensional shape no matter which direction you are, you will always see it as a rectangle - not a box or a cylinder - a rectangle. The area around it is very hazardous - being under lava surfaces that have not yet cooled down to this day, toxic gases and the fact that it occupies part of the wall’s former surface. And yes - it is huge! It is the tallest structure currently standing - rivaling the height of the walls (which, remember: 100 m).
A special task force consisting of representatives from various groups and areas of expertise that we can assume arrived together with a transportation representative, a military escort of the patrol and one laser as a directed order when necessary (but as mentioned before - probably destroys the fragile electrical infrastructure in case we shoot it) arrived to examine the place as much as possible with as little risk as possible. With possible scientific analysis, this is consistent with previous data - in which something we never expected to happen, especially so close:
This is a gate.
I said it - this is a gate to something. Where - no clue - they have no clue - we cannot go through it right now.
The reason for its creation as we know comes from the Deus Ex Mechanics project - which took from the features of Madness according to documents I see here and here … But that doesn’t exactly explain why it is here. The team that received this classified information can only assume that it probably connects specifically to those who were present - a high energy source and Madness - also known as the protagonists.
This is just a hypothesis as far as we know but what is certain - there is probably a connection but not the outcome. It will take a lot more research before we see progress - we are already building a team that is investigating this deeper and just praying it’s not hell waiting on the other side, waiting for the moment it will open.
Factions
As the ash begins to settle on the ground and residents begin to emerge from shelters, it is inevitable that not all opinions on the situation will be uniform: the majority are currently too focused on political matters and some see you as the reason why your lives are still alive.
But there are several groups and factions, each of which has a different opinion about how to make the situation accessible. I have collected a few of them:

The first faction, made up of the (relatively) wealthier ones who managed to survive - see this as an opportunity for change: either for a change in government, a change in how things are run, or a change in forces that will help the residents or themselves. They have many agendas involved here and there that are difficult to sort out exactly here, let alone secrecy.

Another group that is more religious, who believe that Madness determines what happens and that this city is probably not meant to survive. This is not an idea that came without a reason, it may stem from factors that happened even before the disaster.

Another faction is made up of the refugees - ironically the least affected by the disaster - forced to deal with the wave of survivors and instability - demanding protection or a solution to this problem.

A fourth group is the military force - the generals and commanders who survived the battles see rebuilding the wall as a top priority over the well-being of the residents - for the greater good. This means that safety comes first, which would be a good thing, if it weren’t for the problem of lack of building resources that we are currently facing.

And the last faction I will mention here is a strange hybrid of ‘cuteness’ and ‘symbolics’ - it stems from the symbols that were created before, and together with the awakening of the pet creatures that were created before with the cuteness festival and the fact that the psy woke up to the world… It’s probably the closest thing to a cult of bio-unity or something like that… I don’t have much information (the second and fifth groups seem to be sworn enemies, but I’m already going crazy about it myself)
There are more and that’s natural, but you as the current government together with the emergency team, will need the future to deal with them and satisfy them. Right now it’s not a top priority but I thought it would come to your attention that it will be relevant in the near future.
Apart from that, here are some data points that I have information to bring you besides those mentioned:
We have reached a low point in terms of the supply of basic building materials (concrete, iron, titanium, coal and limestone) and we must, must, give this top priority if it’s not the only problem.
A military report that they managed to collect some of the technologies that the protagonists used and survived the damage (material, not life) and part of the very small team is engaged in reverse engineering to see if it can help us in the future or not.
In addition to their report - the good news that no dangerous attack was detected and neutralized - including a group of giant grasshoppers that happened to come to the area and a giant armadillo that escaped from the protagonists. Both are defined as surveillance. The rangers who are monitoring the area did not find anything that could endanger the army.
In terms of residents, we are still trying to check how many survived exactly and so we will not be able to talk about it in the near future.
Now for the end: the budget
We managed to convert all your cards into budgetary power. Each budgetary power will serve as your vote on what to do.
This can serve you two purposes:
The more you use, the more manpower there will be to perform the action you desire, increasing the chance of success (although not always, it’s up to you and what action you are aiming for - there is a level of risk)
Or you can use them for more actions, but it costs more with each additional vote:
