From what I said - voting outside your jurisdiction, will require a vote from everyone in a ‘democratic’ way. (It does cost you a vote to activate this, but that doesn’t mean you had influence. It’s called a debate)
However, there is another way called ‘bargaining with me’, when you have enough cards.
