Well, that, and I just hate the idea. The three kinds of mind magics I don’t mind are telepathy, fear magic, and telekinesis. Mind healing is iffy, but any memory suppression, charm magics, or straight up mental magics is a no go for me.
One of my favorite characters that I play’s entire thing is slaughtering mind magic users

That generally falls under mind healing, and again, it’s iffy. Don’t love it, but I don’t completely hate it
Edit: oh, almost forgot. While Telepathy is fine, Mind Reading is iffy as well

Actually, now that I think about, would any psychological effects from improper magic and psionic usage also partially fall under the Minister of Health, since those concern mental health?

I am sure it would also involve either the Ministry of Magic (not the Harry Potter kind), and/or the Ministry of Psionics, depending on whether someone was crazy enough to try doing both (unless they are mutually exclusive).

I wonder if some residents will start worshiping the kilometers-sized mechanical dragon as a sort of deity? AI-worshipers probably do exist in the city.

Wouldn’t that make the appeal to the madness and so not be fit for the place? Since AIs were also a part of the madness, so it wouldn’t be surprising if they started worshiping those too
