It was never intended to prevent spawning. If it was, life here today would be 1000 times much better. It is mainly for defending against physical things from the outside.
You know - what’s out there outside the walls. It is activated only in an emergency, just like the laser installations on the walls - requires a lot of energy and electricity to maintain it. If there is a way to optimize consumption, it can contribute a lot.

Which takes me to my proposal for you: psyonic defence forces. Elite units enhanced with the use of psyonics such as, but not limited to, telepathy, telekinesis, psyonic portals, psyonic skipping (teleporting objects to different locations), illusions and precognition.

We could also use portals to quickly move soldiers and supplies around the city in order to allow us to increase our reaction speed to threats.
