Attack, but not invade.

Interstage civs can wage war and wipe out NPC nations. With other player nations, small conflicts are allowed, but full on wars are prohibited. You can engage in warfare in the civ stage, where you can destroy player civs, but instead of being taken out of the game, they can take over an NPC civ of similar power or reconstruct themselves from the remains of their own civs. If you choose to reform, you get to keep all of your old tech, but you have significantly reduced power. If you decide to take over an NPC civ, you keep your power, but you get assigned random tech. It’s a tradeoff.

Are you immune for a short time so that you can reconstruct without getting attacked?

It would be unfair to keep targetting a redeveloping civ, so you get a cooldown before being reattacked.

@OmnipotentFNarr, when you enter the civ stage, can you get a takeover & population bonus? Else it would take a long time getting a whole country…

I already have 3 villages. It isn’t that hard.
