Since the steam machine has many prerequisites, here are two of them since you got a 20. You develop gears and pistons. You will also need a good supply of coal or charcoal before building a steam machine.

You send a squad on a trading quest to Phoenicia and trade their gunpowder for your intermediate mathematics. Your missionaries also preached while there, spreading Iragarmen, but this time keeping the new followers in their homeland.
The remaining missionaries and other people were drafted and sent to Kugelland, where they heard there was a plague. Swearing an oath to bust all plagues, your people gave them soap and medicine in an effort to stop the spread of the plague. This increases your relations with the people of Kugelland.
You build the 3 new cities in their locations, except Norgehiagoka because you ran out of possible actions. These grant 3 more global actions and increase your population.

You upgrade your tools even further, mechanising them, increasing your yields and your population.
You develop rafts, which enable boat travel, which could be useful in the Egyptian province, but not very practical in land-locked Mongolia. They add +1 to sailing rolls.
You domesticate eagles, which you use as carrier pigeons and hunters, increasing your population and granting +4 to spy rolls or +3 to research rolls.
You settle a new village in Egypt, granting an extra global action and increasing your population.
You send your traders West until they reach an indefinitely large body of water, wherein they meet the Tarkahmehd. They were chilly, due to the notorious infamy of the Mongols, but were open to trade anyways. You give them some of your herds and your knowledge of city planning for their intriguing new weaponry. Muskets grant +2 to combat rolls when used by musketeers, while cannons on their own do nothing, but can be mounted on ships and walls, or used as siege weapons, which grant +2 to combat rolls, or +7 if used against infrastructure.
